Market Surges 351 Points: Hong Kong’s soaring stock market Friday staged its hottest rally since China and Britain announced six months ago that they would discuss the colony’s democratic future. The blue chip Hang Seng index vaulted 351.58 points, or 4.18%, to a record close of 8,763.98 points, the biggest gain since April 14, when it jumped 371.53 points to 6,789.74 on news that the Sino-British talks would begin after months of wrangling. The index has gained 59% in 1993 and topped 8,000 points last week.
