Loan for Vietnamese Project OKd: The Asian Development Bank said it has approved the $76.5-million loan for an irrigation and flood control project near Hanoi, its first loan to Vietnam in nearly two decades. The project will strengthen the Hanoi dike, a 28-mile barrier along the Red River that has been breached more than 75 times in the last 20 years, a bank statement said.
