WESTMINSTER : Mobile Home Park Study Session Today
The City Council will hold a study session today to consider the final draft of an ordinance that would regulate the conversion of mobile home parks to commercial and other uses.
The 3 p.m. meeting at council chambers will probably be the last before the ordinance goes back to the Planning Commission for review and a public hearing, said Michael Bouvier, the city’s planning and building director. He said the ordinance is expected to reach the council in February for possible adoption.
Vickie Talley, executive director of Manufactured Housing Educational Trust, which represents mobile home park owners, said the proposed ordinance is not necessary because a current city ordinance and state law adequately protect park residents.
But park residents say park owners have too much control in the conversion process under the current ordinance, which has been in effect since 1987.
Under the proposed ordinance, park owners would be required to submit a timetable for the conversion or closure of a park. The new ordinance would provide for relocation benefits to residents, including moving to a “comparable mobile home park” within a 100-mile radius.
