FBI Director Louis J. Freeh warned that “unchecked federalization” of crime could overwhelm federal law enforcement, including the FBI, and “create unrealistic expectations” among the public. In remarks to the National Press Club in Washington, the new FBI director noted that Congress over the last decade has made the bureau responsible for investigating carjackings, parental kidnapings and child-support cases involving parents who cross state lines.
