COVINA: Instead of taking it solely upon itself to tackle budget woes and other costly problems, the City Council has established four citizen advisory committees. They will be charged with finding new ways to rid the city of graffiti, reduce personnel costs, audit the city’s water agency and develop a program to retain and attract businesses.
