ARCADIA: City Manager Donald R. Duckworth has resigned, saying he can no longer serve the City Council in achieving its goals. Duckworth, city manager since 1992, disagreed with the council over his management style. He is the second Arcadia official to depart in the past year. The city planning director was asked to resign last summer. William Kelly, head of the city’s Community Development Department, will now serve as acting city manager.
