Quebec Separatist to Visit Washington

Quebec separatist leader Lucien Bouchard is scheduled to visit Washington on March 2 to meet legislators and discuss the implications for the United States of an independent Quebec, his spokeswoman said.

It will be Bouchard’s first visit to Washington since his Bloc Quebecois party swept up most seats in Quebec in November’s election and became Canada’s main opposition party.

Bouchard, a lawyer and former Canadian ambassador to France, says he expects separatists to gain a mandate in a referendum in 1995 to negotiate independence from Ottawa.

Quebec is a major supplier of hydroelectric power to the East Coast. The Bloc Quebecois is anxious to ensure that an autonomous Quebec remains within the North American Free Trade Agreement.
