* Re “Minority Scholarships,” Feb. 18:

This piece depicts how far the feds are going to promote disenfranchisement. Special privileges to specific groups violate the Civil Rights Act of 1964. This act is still a good and fair law. It prohibits discrimination for reasons of race, color, creed and national origin. It also violates the U.S. Constitution in that it doesn’t authorize the feds’ involvement in education or anything else not specified. See the 10th Amendment.

Secretary of Education Richard Riley’s contention that minorities have been discriminated against is not my bone of contention. I am a first-generation American. I am not now or have I ever been responsible for discrimination. How about my rights?

This is how totalitarian governments promote hatred, emphasizing differences instead of similarities. Special privileges to specific groups achieve this diabolical purpose.
