Muslims, Croats Meet to Plan Bosnia Union

Bosnian government and Croatian delegates opened talks Friday at the U.S. Embassy on drafting a constitution for a confederated state planned for their people in Bosnia-Herzegovina.

The plan, which is part of a rapprochement between the allies-turned-enemies, is seen as a major step toward peace in Bosnia.

A framework for the plan was signed by political leaders earlier this week in Washington.

U.S. officials brokering the accord hope that it will end all Muslim-Croat hostilities.
