Monarch Bancorp: The Laguna Niguel bank holding company has filed with the Securities and Exchange Commission for an offering of up to $6.6 million worth of common stock. The company owns Monarch Bank, also in Laguna Niguel. Money raised in the offering will be used to meet Monarch’s regulatory obligations and to expand into other areas of South County, the company said.
