From Times Staff and Wire Reports

The United Nations marks the annual observance of International Women’s Day today, at a time when women and girls worldwide face limited access to education, employment, health care and even food. Several human rights reports said: Women continue to be slaves, spoils of war, victims of mutilation and targets of rape by soldiers and outlaws. And many governments either turn their heads or tacitly condone the abuses while laws and cultures promote lower stature for women.
