WHITTIER : Construction Rules for Guest Houses Tightened

The City Council, hoping to lessen the impact that guest houses and other back-yard structures have on nearby residents, has adopted new construction standards for guest houses that can be used as separate living quarters.

The city began regulating the construction of guest houses three years ago, after residents complained that some of the dwellings were too big for the land on which they were built. Residents also complained of problems related to the presence of additional residents, such as lack of parking space.

Homeowners must now provide additional parking space if a new guest house exceeds 400 square feet, or about the size of a large bedroom, according to the new guidelines. Two- and three-story additions require a permit, and kitchens are not allowed.

The rules apply to any guest house separate from a main dwelling that has three or fewer rooms. Covered patios, cabanas and hobby, rumpus and recreation rooms are included. Existing guest houses are exempt.
