* Alan R. Zwerner has been appointed chief executive of Unified Medical Quality Commission, a nonprofit organization in Seal Beach. He will also serve as director of medical/legal affairs for Unified Medical Group Assn., an affiliated national organization of prepaid medical groups. Zwerner is former senior medical director at FHP Inc. Prior to that, he spent three years in the practice of health care-related law with Crosby, Heafey, Roach & May in Oakland.
