Truck Ban in Switzerland Proposed: The Swiss government introduced a law to back up a February constitutional amendment forcing all trucks traveling through Switzerland onto the railways by the year 2000. The proposed law forbids the expansion of many roads in alpine regions on which transit vehicles make up 10% of total traffic. Neighboring countries have sharply criticized the so-called Alpine Initiative, which was launched by environmental groups. They have threatened retaliatory measures, despite assurances by the Swiss government that it intends to uphold international transit agreements. On Monday, the European Union delayed until September negotiations on a new transport accord with Switzerland to see how Switzerland implements the ban.
