* Sandra E. Kretz has been appointed vice president for outcomes management at Quantum Health Resources Inc., an Orange provider of therapies and support services for chronic disorders. She was previously health product executive at John Hancock Insurance Co. in Boston. Before that, Kretz was director of national accounts at the Health Data Institute, a health care consulting firm. She has also been director of the Office of Health Policy for Massachusetts and senior policy analyst for the Office of the Inspector General, U.S. Department of Health and Human Services. In addition, Mindy S. Owen has been appointed national director for case management at Quantum’s Indianapolis-based Integrated Health Care Group. Owen has previously held management positions with American Medical Electronics, NeuroCare Inc. and Lincoln National Insurance Co.
