Pact Links San Francisco, Ho Chi Minh City

San Francisco officials signed a friendship agreement with Ho Chi Minh City, becoming the first U.S. city to arrange such a pact since President Clinton lifted the trade embargo against Vietnam.

The agreement calls for a “new era of cooperation and friendship,” detailing several areas where the cities will work together to establish cultural and business relationships, including transportation, art, literature and medicine.

“More important than the exact details is the spirit of cooperation that this represents,” said Mayor Frank Jordan, who signed the agreement Monday and presented a 12-member Vietnamese delegation with a vintage trolley car.
