* Arthur Rodney has been named president of Walt Disney Co.’s new cruise venture. Previously, Rodney was president of Crystal Cruises, which he founded. He was also president of Princess Cruises.

Rodney will oversee the design and construction of two cruise ships to be developed by Burbank-based Disney. He will also oversee the ships’ operations following their scheduled launch after 1997.

* PruCare of California, a Woodland Hills health maintenance organization, appointed Roy Gardner vice president of customer and associate services.

Gardner was previously director of human resources at Prometheus Co.

PruCare is a unit of Prudential Insurance.

* Richard A. Sperber has been named president and chief operating officer of the construction division of Environmental Industries Inc. and also president of that company’s subsidiary, Valley Crest Landscape Inc. Sperber replaces his father, Burton S. Sperber, who remains president and chief executive officer of Environmental Industries.

Environmental Industries is a Calabasas landscaping company.

* CIGNA HealthCare Inc. has named Mark Wagar to the new position of president and market manager for CIGNA HealthCare of California, based in Glendale. Wagar, 42, will be responsible for CIGNA’s $1-billion California operations. Wagar was vice president of CIGNA private practice plan, and before that was president of Managed Care Partners, a consulting firm.
