World IN BRIEF : RWANDA : Troops Could Stay Past July, France Says

France said that its creation of a haven for refugees in western Rwanda is a success but added that it might have to keep its troops there beyond a self-imposed July 31 deadline. France launched its operation in Rwanda with a view to turning over the mission to U.N. troops by the end of July. But only a very few countries have volunteered to contribute military units, and a lack of money and equipment has slowed their arrival.
