IBM to Terminate European Accord: International Business Machines Corp. said it will end the 1984 agreement that settled a European Commission investigation of the company’s alleged anti-competitive practices. IBM had agreed with the commission to supply information to rivals on product attachments, computer memory and software. But the computer maker said those commitments are no longer necessary in an age of “open” computer systems.
