WORLD IN BRIEF : CAMBODIA : Parliament Outlaws the Khmer Rouge

The Khmer Rouge was outlawed by a controversial measure designed to weaken the brutal guerrilla group that has battled the government for 15 years. “It is time to give up,” Prince Norodom Ranariddh, the first prime minister, told the Khmer Rouge after unanimous passage of the law by Parliament. The vote averted a fracture in the government after it reported an attempted coup led by Ranariddh’s half brother, Norodom Chakrapong, on Sunday. Passage of the law came after Parliament included amnesty provisions.
