Revenue Again Falls Short: The Ministry of Finance said the nation suffered a shortfall of $5.7 billion for fiscal 1994, which ended March 31. This marks the second straight year that revenues have fallen short of spending. For fiscal ‘93, the deficit was $15.7 billion.
