* Peggy Howell has been appointed business development director for the construction services group in Dames & Moore’s Western North America division. Based in Santa Ana, she is responsible for construction management project development for offices in the Southwest and Rocky Mountain states. Howell was previously director of construction management development for Jacobs Engineering and, before that, served in the same capacity for CRSS.
