PG&E; Will Freeze Rates for Third Year: The San Francisco-based investor-owned utility will continue its rate freeze through 1995 instead of making increases of $285 million that would have taken effect Jan. 1. The company will also continue a $70-million rate reduction aimed at large industrial users. President and Chief Executive Stanley T. Skinner said the moves are part of the utility’s effort to cut costs as it prepares for increased competition in the electric power industry. The system average rate for PG&E; in 1994 is 10.6 cents per kilowatt hour, compared to Southern California Edison Co.’s rate of 10.5 cents.
