BETTER LIVING: One sure sign of economic recovery: Millionaires are living better. Sales of million-dollar homes in California picked up nearly 10% during this year’s second quarter, says Dataquick Information Systems of La Jolla. Dataquick spokesman Donald L. Cohn notes that houses are selling “often close to their asking prices.” In Orange County: 39 million-dollar homes were sold, compared to 31 the same quarter last year. Newport Beach alone had 24, third in the state to Beverly Hills and Bel-Air.

DROP IN THE BUCKET: Some 30,000 Garden Grove residents will soon get back $4 each--they were overcharged on their water bill. It may be tiny--it’s a one-time-only rebate--but then, how often do you ever get back anything from government? . . . . The rebate is the result of the city learning it would not have to pass on to customers an anticipated increase from the Orange County Water District. Industrial customers in the city get $54 back, commercial users $26.

CHUCK ROAST? The Los Angeles Rams, who open their exhibition season today (C1), are coming off their fourth straight losing year (5-11). But the annual pro football preview magazines see some Rams hope. . . . Street and Smith says: “By himself, running back Jerome Bettis makes the Rams worth watching.” Inside Sports predicts the Rams will finish second to San Francisco in the NFC West. . . . Athlon Football sees the Rams improving, but pokes a little fun at the calm demeanor of Coach Chuck Knox (above): “He never lets controversy, or even a silver lining, get in the way of a dull quote.”

EMPTY PARK: If you’ve finally made up your mind to see “Jurassic Park” this weekend--you blew it. “Jurassic Park” has been playing on a movie screen somewhere in Orange County since June 9, 1993--a local record--but finally ran out of steam this week. . . . But if you can wait a few weeks, video stores will be flooded with copies on Oct. 4.
