The PUC Giveth and the PUC Taketh Away

My recent monthly telephone bill showed two credits allowed by the Public Utilities Commission in the total amount of $1.03. While I was consulting a financial expert about how to invest this windfall, “The Bottom Line” (Sept. 16) reported rate increases--allowed by the same PUC--of $2.90 and $6.05, respectively, per month.

I am at a loss as to how the PUC can act in this manner. I believe that only a second Sigmund Freud could straighten out this ridiculous PUC policy.
