Irvine-Based Fast-Food Chain El Pollo Loco Appoints President

Raymond J. Perry has been promoted to president of El Pollo Loco, the Irvine-based fast-food chain owned by Flagstar Companies Inc. in Spartanburg, S.C. He had been chief operating officer and remains senior vice president of Flagstar. The move was part of a program that promoted the four chief operating officers of Flagstar’s restaurant divisions to presidents. They succeed Jerome J. Richardson, chairman and chief executive of Flagstar, who had held the president posts at those subsidiaries.

* Eric Yale has been appointed vice president of Southern California and national operations for the Corporate & Facilities division of Koll, the Irvine-based real estate management and service company formerly named Koll Management Services Inc. In addition, he serves as vice president and chief operating officer of Koll Technologies, which provides software to facilities managed by Koll. Previously, he was vice president of national operations for Public Storage Inc.

* Victor Turner has been appointed vice president and general manager of the new frozen foods operation of Winchell’s, a Santa Ana-based chain of doughnut shops. He was formerly vice president of purchasing for the company.

* Jan H. Segers has been appointed general manager of the Pan Pacific Hotel in Anaheim. He previously served as director of operations for Pan Pacific Hotels & Resorts. Segers joined Pan Pacific in 1985 as resident manager in Vancouver. He then become general manager of the hotel chain’s Sonargaon Hotel in Dhaka, Bangladesh, and then hotel manager at the Hawaiian Regent Hotel in Honolulu.

* John R. Powers and Thomas W. Murphy have been appointed senior managers of Ernst & Young LLP in Irvine. Powers is a senior manager in the Information Technology practice and Murphy is in the Performance Improvement group.

* Robert M. Quellmalz has been appointed vice president of sales and marketing for LifeLink/PacifiCare Behavioral Health in Laguna Hills. He was previously vice president of sales, major accounts for Blue Shield of California. LifeLink is a subsidiary of PacifiCare Health Systems that provides programs for the treatment of mental health and chemical dependency disorders.

* Jane M. Samson, Lawrence P. Ebiner and Josephine Staton Tucker have been elected partners in the law firm of Morrison & Foerster. They are located in the Newport Beach office. Samson practices in the areas of land use, real estate and environmental law. Ebiner is engaged in general business litigation practice, and Tucker’s practice involves all aspects of employment law.

* Jan Sempliner has been appointed senior vice president of the Southwestern regional office of Communispond Inc. in Newport Beach. Before joining the business training company, she was a partner in Scepter Marketing. In addition, Sharon Roadman, an account manager, was promoted to vice president. Prior to joining Communispond in 1984, Roadman was the principal of Recruiting Consultants in Tustin.
