From Times Staff and Wire Reports

A group of Cuban-American lawyers sued the United States government seeking an end to detention of Cuban refugees at Guantanamo Bay and Panama. About 32,000 Cubans, all of them refugees picked up at sea this summer, are being held. Though the Clinton Administration has announced plans to allow some children and elderly Cuban refugees to enter the United States, the others must remain at the U.S. bases indefinitely or return to Cuba to apply for some of the 20,000 visas per year available to Cubans.
