Time Running Out on Glass Trade Pact, U.S. Warns Japan: Trade Representative Mickey Kantor warned Japanese officials that they have only “a limited period” in which to strike a deal on glass, and Japanese Trade Minister Ryutaro Hashimoto told the White House not to hold its breath awaiting new terms on automobiles, indicating that he is in no hurry to restart the stalled talks. In the partial transpacific pact adopted one month ago, the two sides pledged to come up with an agreement on glass by Oct. 31, but marathon discussions in Tokyo were fruitless. The United States takes the position that Japan operates its vast glass-pane industry as a cartel.
