Water Garden: Not a Water Treatment Plant

The main architectural impression you get from the Water Garden in Santa Monica (Westside, Oct. 30) is that the Soviets won the Cold War.

But, its name notwithstanding, this Gargantuan object is not a water treatment plant. And those huge, curved green pipes on the side--they are not water conduits, but arches and arcades!
