Clinton to Name FAA Official to NTSB Seat

WASHINGTON — President Clinton plans to nominate Robert Talcott Francis II, a Federal Aviation Administration official, to the National Transportation Safety Board, the White House said.
Francis is now the FAA’s senior representative in Western Europe and North Africa and has worked for the agency since 1977. He is a commercial pilot with 17 years experience in aviation, including work on accident investigations.
