World Bank Warns Zaire: The bank said Zaire’s withering economy would get no new cash until its government can prove it is serious about reforming economic corruption and mismanagement. “We’re talking pay-as-you-go--they first have to prove they’re able to take significant steps to put some sanity into the system,” Eugene Scanteie, principal economist at the World Bank, told Reuters. Zaire’s economy has shrunk to its 1958 pre-independence level. Scanteie, meeting with ministers, members of business, unions and political parties in Kinshasa, said even if Zaire immediately repaid the $60 million it owed the bank, no new funds would be offered on the basis of promises alone.
