From Times Staff and Wire Reports

Beijing’s city government has decided to ban dogs from all public areas from dawn to dusk and to limit families--at a high cost in annual fees--to ownership of no more than one of man’s best friends. The law, which takes effect May 1, limits every family to no more than one dog and requires Beijing citizens and foreigners to obtain approval from local police before they can keep a canine with an initial registration fee of $580.
