Savings Bonds Sales Down in November: Sales of Series EE savings bonds declined 14% in November to $677 million from $787 million a year earlier, the Treasury said. Sales have declined since the minimum guaranteed interest rate on savings bonds was lowered last year to 4% from 6%.
