U.S., Japan Cite Progress but No Trade Agreement: The two countries made substantial progress in three days of talks over greater access to Tokyo’s financial services sector but failed to come to an agreement, officials on both sides said. “We’ve made a lot of progress on a lot of matters across the board, and we’re close” to an agreement, said a U.S. Treasury official, who declined to be identified. Negotiators did not rule out the possibility of reaching a deal ahead of a Jan. 11 summit meeting between President Clinton and Japanese Prime Minister Tomiichi Murayama in Washington. However, a Japanese Ministry of Finance official said the two sides have not worked out details of any future negotiating sessions before the summit.
