UPS to Raise Rates: United Parcel Service said it plans to increase rates for domestic service an average of 3.9% effective Feb. 4. A spokesman said the costs of fuel, supplies and labor, as well as taxes, have risen in the past year. The rate increase had been planned for some time but was delayed until after the holiday season, the company said. The cost to deliver a 10-pound package cross-country, with no guaranteed delivery time, will increase from $6.23 to $6.40. The rate for a one-pound package with guaranteed next-day delivery will go from $15.25 to $16. The cost for a 10-pound next-day package will go from $30.25 to $31. UPS said there will be no rate hikes for international shipments from the United States.
