Parliamentary Trade-Off
Robert Houston of Irvine points out (letters, Jan. 7) that under a parliamentary system, Bill Clinton would have had to resign when his party lost control of Congress in November. That’s right--and so would Dwight D. Eisenhower, who by this logic would have been our last Republican chief executive. No Nixon, Ford, Reagan or Bush! Seems to me like an excellent trade-off.
