Cleveland Mayor Funding Needle Swap for Addicts

In hopes of stemming the spread of HIV, the virus that causes AIDS, Mayor Michael White is offering drug users a chance to trade in their needles.

White declared a health emergency Saturday in response to what he termed an alarming increase in HIV infection among drug users. White announced city grants totaling $100,000 to a local AIDS task force and five clinics and service organizations to fund HIV/AIDS prevention, education and services.
