Brazilian President Fernando Henrique Cardoso kicked off an ambitious land reform program Friday and used the occasion to strike back at leftist critics.

Cardoso attended a ceremony in the impoverished northeastern state of Ceara marking the start of his plans to distribute 27.5 million acres to 280,000 families by the end of 1998.

“We are carrying out agrarian reform within the law, respecting procedures, but speeding up the process because the people have urgent needs,” the state news agency Agencia Brasil quoted him as saying.
