MCA UPDATE: When a big company changes hands, the distractions can be overwhelming. So even as MCA Inc. bosses Lew Wasserman and Sidney J. Sheinberg lunched Monday with their company’s day-old owner, Seagram chairman Edgar Bronfman Jr. and his father, Edgar M. Bronfman (D1), studio executives tried hard to conduct business as usual. “People are definitely distracted,” said Brian Grazer, producer of this summer’s “Apollo 13,” although he said his film project was on track.

CHARGE IT: Property taxes on a credit card? It could happen here. . . . Los Angeles County officials hope next year to establish a system that would enable homeowners to pay property tax via their Discover cards. CHEW ON THIS: Jacquolyn O’Neill, above, has a bone to pick with Congress. . . . The Canoga Park waitress is among millions who hope Congress approves President Clinton’s proposal to raise the nation’s minimum wage by 90 cents. “I’m a working woman,” said the mother of two. “I need all the money I can get.” But some merchants, including O’Neill’s own boss, oppose the raise. VALLEY GIRL AGAIN: Troy Beyer-Burg is about to redefine the “Valley Girl.” . . . The Idaho native has been hired by MCA to script “Valley Girl II,” the sequel to the 1983 cult hit, “Valley Girl.” Beyer-Burg, an African American who has never lived in the Valley, relates nonetheless. “The Valley girl craze migrated east,” she said. “I definitely grew up with blue eye shadow.”’ Her image of the ‘90s Valley Girl? “Instead of ‘Ohmigod!’ ” Beyer-Burg said, “it’s ‘Oh, yo!’ It’s totally rap now.”

SHAME GAME: How do you rid Van Nuys of prostitutes? Try broadcasting their customers’ names on cable TV. . . . The idea will be put before the City Council this week (B1). But don’t subscribe just yet: Similar public humiliation in the past has been thwarted by courts.
