Mortgage Rates Inch Lower: The decline occurred as news that inflation is under control sent bond interest rates lower, the Federal Home Loan Mortgage Corp. said. Thirty-year, fixed-rate mortgages fell to an average 8.37% this week from 8.41% the previous week. The rate on 15-year mortgages fell to 7.93% from 7.99%. On one-year, adjustable-rate loans tied to yields on Treasury bills, the rate slid to 6.38% from 6.41%. A year ago, the rate averaged 8.26% on 30-year loans, 7.72% on 15-year loans and 4.96% on adjustable mortgages.
