THOUSAND OAKS : City Considers Noise Study at Townhomes

Following a long-running dispute over freeway noise at a Thousand Oaks townhouse development, the City Council tonight will consider spending $10,000 to perform a definitive acoustical study.

The noise study at The Groves complex would measure decibel levels inside and outside the townhomes. The complex is just 24 feet from the Ventura Freeway near Hampshire Road.

Condominiums at The Groves were built by Amcal Diversified Corp. and are underwritten with city subsidies of $16,000 to $21,000 for low-income families.

Since the complex was constructed in 1991, residents have complained about shoddy workmanship and the failure of a sound wall to dampen freeway noise.

The study would examine whether noise levels exceed 65 decibels outside the condos or 45 inside. A level of 42 decibels is considered slightly louder than living room conversation.

City housing officials estimate the study would cost $8,000 but have asked the council to set aside $10,000 in redevelopment funds.
