SYLMAR : Panel Tables Request for Zoning Variance

An application to increase the size of a housing development in Sylmar has been tabled at the request of Los Angeles City Councilman Richard Alarcon and San Fernando city officials.

The developer, identified by officials as Al Friedman, had requested an extension of a variance that had previously been granted, but expired last year. The variance before the city of Los Angeles zoning administrator would have allowed an increase in the density of the planned housing project from 244 to 280 units. About 90 feet of the property fronts 1st Street in San Fernando.

Alarcon contends that much has changed since the variance was originally granted. He noted that the opening of the Sylmar Metrolink Station has added to traffic congestion in the area near the proposed development. He added that another 300-unit housing development at Hubbard Street and Laurel Canyon Boulevard would further swell traffic arteries in the area.

San Fernando officials said they are not opposed to the development, but want assurances that the increased traffic flow can be adequately controlled.

“We felt that if the additional density was granted, with proper mitigation, it shouldn’t be any problem,” said Howard Miura, director of San Fernando’s community development department.

“That particular housing development would impact on Hubbard Street, and would put more vehicles on the road, affecting intersections at 1st Street, Truman Street and San Fernando Road.”

Alarcon asked that a decision on the project be postponed until a comprehensive traffic study encompassing both the city of Los Angeles and the city of San Fernando could be conducted.
