The United States cast its first Security Council veto in five years, blocking a resolution that criticized Israel’s expropriation of Arab-owned land in southern Jerusalem. U.S. diplomats said the explosive issue of Jerusalem must be addressed by Israel and the Palestinians, without U.N. involvement. The resolution would have declared invalid Israel’s plan to confiscate Palestinian-owned land to build Jewish housing, and called on Israel to revoke the measure.
