MISTER BOFFO SHRINK WRAPPED by Joe Martin (Andrews & McMeel: $10.95; 208 pp., paperback original). Although he doesn’t draw particularly well, Joe Martin ranks among the funnier cartoonists to debut in recent years. His principal contribution to the cartoon lexicon is “people unclear on the concept,” e.g. a man sitting outside an IRS office sadly musing, “It’s going to break their hearts when they find out how little I’ve been able to put aside for them this year.” Martin also examines other human frailties, including “the importance of legible handwriting”: A man returns from the store and announces to his wife, “I got the milk and the bread, hon . . . but they only had eight hamsters.”
