Orange County Garment Contractor Cited: A second company making clothes for Quiksilver Inc. has been cited for alleged labor law abuses, resulting in the confiscation of more clothing and compounding headaches for Costa Mesa-based Quiksilver, which itself was fined earlier this week by labor inspectors. State inspection reports show that investigators issued penalties totaling $19,500 against Calway Enterprises in Westminster for having failed to register as a garment contractor and for alleged violations of regulations on cash pay, minimum wages and record-keeping. Federal labor officials are also expected to demand that Calway pay its workers a total of about $50,000 for unpaid overtime and other earnings due them, officials said. Calway President Tony Nguyen generally denied the company violated labor laws.
