Japan Tells WTO of Concern Over Film Probe: The Japanese government complained to the World Trade Organization that the United States is violating global trade accords with its investigation of Japan’s film and photographic paper market. Japan said Tuesday it would file a formal complaint with the WTO if the U.S. continues with its action.
