From Times Staff and Wire Reports

Police arrested Duly Brutus, a former president of the Chamber of Deputies, on charges he tried to disrupt last month’s elections, including paying arsonists to burn ballots. Socialist Party leaders responded by accusing the Electoral Council, which many feel was stacked with supporters of President Jean-Bertrand Aristide, of conspiring to destroy parties opposed to his rule. Brutus was accused of paying $1,400 to arsonists who burned ballots in the town of Limbe’s electoral headquarters on the eve of the June 25 elections. Brutus has proclaimed his innocence and accused Aristide partisans of setting the fire.
