MISSION VIEJO : As Summer Break Ends, Council Tackles Land Proposals

After a summer hiatus, the City Council will reassemble Monday with a thick agenda and two major real estate proposals to consider.

After months of negotiations, the council is expected to approve an investment in a new entertainment mall and the sale of eight acres of city land.

Under the financial package put together for the proposed Kaleidoscope mall, the city would purchase land for a road into the entertainment complex for about $300,000. The exact figures will not be released until the council approves an agreement with developer Pacific Development Partners of Beverly Hills.

Neither will the price of the eight-acre parcel Los Altos Street be disclosed until the deal is closed, though city officials earlier had projected a figure of about $4 million.

The proceeds are earmarked for the construction of a city library and last month’s purchase of a parcel next to the library site. The plan is eventually to build a new City Hall on the property, at La Paz Road and Marguerite Parkway.

Despite a two-inch-thick agenda presenting several major issues, City Manager Dan Joseph said Friday that the meeting is unlikely to stretch into the early morning hours.

“The vast majority of everything,” he said, “is on the consent calendar,” which lists minor items that typically call for little discussion.

As for the land deals, he said, “They’ve been heavily discussed in closed sessions.”
