Foundation Health Wins Key Military Contract: Foundation Health Corp. won a $2.5-billion military health care contract after the company protested its award to rival Health Systems International Inc., the Pentagon said. In July, the General Accounting Office recommended the five-year contract instead be awarded to Foundation Health, rating its plan the “best buy” and saying a conflict of interest created by Health Systems tainted the award. The Pentagon didn’t have to follow the GAO’s advice. The contract provides managed health care for about 720,000 military dependents and retirees under the Civilian Health and Medical Program. It’s the largest such government contract in the country.
