3 Groups Challenge Sale of CBS: The United Church of Christ, the Center for Media Education and Black Citizens for Fair Media asked the Federal Communications Commission to block the planned sale of the network, contending that buyer Westinghouse Electric Corp. has done a poor job airing children’s programs. The challenge could delay the sale and make the deal vulnerable to a competing bid. Challengers said the FCC should not approve the takeover unless Westinghouse agrees that the new network will air at least three hours of educational children’s programs a week and offer paid five-minute spots in prime time to presidential candidates. Westinghouse and CBS declined to comment.
